Any idea on which digimon has the best Burstmode/ Stage after Mega.

Agumon, right at the start of preCBT, along with the other digimons except Impmon, who was added in OBT.

I heard rumors that Salamon is available too.

Yes, I saw a screenshot of an Imp user.
Now you mentioned, Agu wasn't in preCBT... I'll need to check Agu and Sala then.

Agu uses Dragon chips, and you can't hunt them if you are more than 9 levels higher.
